Adelina Ljubomirova – Open communication – a Prerequisite for Effective Implamentation of the Performance Appraisal of the Civil Servants in Bulgaria

Abstract: This article is dedicated to the role and importance of open communication between managers and employees for effective implementation of the performance appraisal of civil servants in the Bulgarian state administration. The performance appraisal of civil servants is set as a tool for performance management that is related to other crucial processes such as: recruitment, training and development, motivation, management remuneration. The article analyzes the different stages of the performance appraisal of civil servants in Bulgaria in terms of open communication between the parties within the evaluation process. The special emphasis is set on the role of the managers for conducting a true performance appraisal process. The main difficulties in the evaluation process managers usually face with, are presented at the end. Some possible solutions for effective conducting of the performance appraisal interview of civil servants in Bulgaria are formulated on this basis.
